Game changer or business as usual?

Den 1. januar 2015 træder de nye og længe ventede svovlkrav i kraft i ECA-områderne. Ved aftenens arrangement vil redere og myndigheder give deres bud på, hvordan verden ser ud efter den skelsættende dato.

On January 1st 2015 the new and long awaited sulphur regulations will enter into force in the ECAs (Emission Control Areas). The regulations bring extensive economic, technical and regulatory challenges with them. In the presentations of the evening authorities, shipowners and providers of technical solutions for monitoring of sulphur emissions will give their views on life with the new sulphur regulations. It is technically a “piece-of-cake” to fulfil the new regulations? Which solutions will be chosen, and what will be the economic consequences of the regulations? What are the authorities doing to ensure that the new stricter rules are being enforced and is it possible to secure efficient enforcement of the new regulations?

16:40 – 17:10 The sulphur regulations in 2015 and 2020 and their enforcement

As a part of the Clean Air Package, the Danish Government has decided to use nearly a million Euros on enhancing the control of the sulphur regulation. The Danish EPA will tell about their plans for enhanced enforcement in 2015 – 2016. The Danish Maritime Authority will tell about the implementation of their action plan on enforcement of sulphur regulation which was launched in June 2014.

17:10 - 17:30 Danish shipowners’ view on the sulphur regulation and enforcement

Danish shipowners support strict environmental regulation provided that it is followed by an effective enforcement by the authorities. Many companies are concerned that they will be penalized by costly compliance efforts as others – in the light of poor enforcement - choose to ignore the regulatory requirements. This has caused a group of shipping companies to join forces in highlighting that compliance goes without saying.

17:30 - 18:00 About an owner’s options, experiences and considerations

Wilh. Wilhelmsen have chosen to stay compliant by use of various solutions, such as scrubbers and ultra-low sulphur HFO, which they have tested already. They are also engaged in the Trident Alliance, focusing on maintaining a level playing field in the industry by fair and strong enforcement of the sulphur regulations.

18:30 – 18:45 Technical solutions for monitoring and enforcement of the sulphur regulations - Monitoring of ships from airplanes
Johan Mellqvist, professor, Chalmers University of Technology and Tue Friis-Hansen, AIRCAFT ApS.
An airborne solution will be described that makes it possible to control that individual ships, both in the open sea and close to harbors, comply with the new EU sulphur and future NOX regulations.

18:45 – 19:00  Technical solutions for monitoring of sulphur emissions and expected measurement uncertainties

Which monitoring methods may be applied for stack gas monitoring on ships? What are the possible methods for plume control?  Can we predict the measurement uncertainties of these methods?

19:00- 19:15 Direct measurement of exhaust gases in ship funnels
Peter Tøttrup, CEO, IRsee ApS and Poul K. Sørensen, Executive Technical Advisor, Green Instruments A/S
By measuring the exhaust gases continuously and in real time directly in the ship's funnel, systems will be able to adjusted for optimum energy-efficient operation and/or reduce emissions of harmful gases to the lowest possible (directly or through scrubbers and the like). Further, continuous measurements opens for audit trails for control of emission compliance/“emission tacographs”.
